Closely related to multi-year resource planning and management, doctrine and force structure analysis, modern equipment is typically one of the two or three largest claimants of defense resources. Cubic’s approach is to consider and rationalize competing equipment needs with other aspects of an integrated defense modernization plan, considering capability, affordability, reliability, cost of operating certain equipment suites, and, notably, the host nation’s defense industrial policies and goals. These are complex issues, often accompanied by equally difficult decisions as to the retention or development of certain national production capabilities, with the attendant impact on the employment base.
