During 2002, Cubic was involved in assessing for the Office of the Secretary of Defense developmental peacekeeping capabilities in Armenia, Azerbaijan, and Kyrgyzstan. Each country has the goal of being active participants in the international community and the peacekeeping units each is developing are seen as important steps in that direction.

Many of Cubic's analytical and defense assessment skills were applied to these tasks, to include a review of strategic rationale, force structure, budget, logistics, training and personnel laws and policies.

In each instance, Cubic wrote and provided a fully integrated analysis and corresponding recommendations covering functions, training, equipment and the proposed future use of US financial aid and training assistance.
